For years, Sonia Limas would drag her daughters to the emergency room whenever they fell sick. As an illegal immigrant, she had no health insurance, and the only place she knew to seek treatment was the hospital — the most expensive setting for those covering the cost.
The family's options improved somewhat a decade ago with the expansion of community health clinics, which offered free or low-cost care with help from the federal government. But President Barack Obama's health care overhaul threatens to roll back some of those services if clinics and hospitals are overwhelmed with newly insured patients and can't afford to care for as many poor families.
To be clear, Obama's law was never intended to help Limas and an estimated 11 million illegal immigrants like her. Instead, it envisions that 32 million uninsured Americans will get access to coverage by 2019. Because that should mean fewer uninsured patients showing up at hospitals, the Obama program slashed the federal reimbursement for uncompensated care.
But in states with large illegal immigrant populations, the math may not work, especially if lawmakers don't expand Medicaid, the joint state-federal health program for the poor and disabled.
When the reform has been fully implemented, illegal immigrants will make up the nation's second-largest population of uninsured, or about 25 percent. The only larger group will be people who qualify for insurance but fail to enroll, according to a 2012 study by the Washington-based Urban Institute.
And since about two-thirds of illegal immigrants live in just eight states, those areas will have a disproportionate share of the uninsured to care for.
In communities "where the number of undocumented immigrants is greatest, the strain has reached the breaking point," Rich Umbdenstock, president of the American Hospital Association, wrote last year in a letter to Obama, asking him to keep in mind the uncompensated care hospitals gave to that group. "In response, many hospitals have had to curtail services, delay implementing services, or close beds."
The federal government has offered to expand Medicaid, but states must decide whether to take the deal. And in some of those eight states — including Texas, Florida and New Jersey — hospitals are scrambling to determine whether they will still have enough money to treat the remaining uninsured.
Without a Medicaid expansion, the influx of new patients and the looming cuts in federal funding could inflict "a double whammy" in Texas, said David Lopez, CEO of the Harris Health System in Houston, which spends 10 to 15 percent of its $1.2 billion annual budget to care for illegal immigrants.
Realistically, taxpayers are already paying for some of the treatment provided to illegal immigrants because hospitals are required by law to stabilize and treat any patients that arrive in an emergency room, regardless of their ability to pay. The money to cover the costs typically comes from federal, state and local taxes.
A solid accounting of money spent treating illegal immigrants is elusive because most hospitals do not ask for immigration status. But some states have tried.
California, which is home to the nation's largest population of illegal immigrants, spent an estimated $1.2 billion last year through Medicaid to care for 822,500 illegal immigrants.
The New Jersey Hospital Association in 2010 estimated that it cost between $600 million and $650 million annually to treat 550,000 illegal immigrants.
And in Texas, a 2010 analysis by the Health and Human Services Commission found that the agency had provided $96 million in benefits to illegal immigrants, up from $81 million two years earlier. The state's public hospital districts spent an additional $717 million in uncompensated care to treat that population.
If large states such as Florida and Texas make good on their intention to forgo federal money to expand Medicaid, the decision "basically eviscerates" the effects of the health care overhaul in those areas because of "who lives there and what they're eligible for," said Lisa Clemans-Cope, a senior researcher at the Urban Institute.
Seeking to curb expenses, hospitals might change what qualifies as an emergency or cap the number of uninsured patients they treat. And although it's believed states with the most illegal immigrants will face a smaller cut, they will still lose money.
The potential impacts of reform are a hot topic at MD Anderson Cancer Center in Houston. In addition to offering its own charity care, some MD Anderson oncologists volunteer at a county-funded clinic at Lyndon B. Johnson General Hospital that largely treats the uninsured.
"In a sense we've been in the worst-case scenario in Texas for a long time," said Lewis Foxhall, MD Anderson's vice president of health policy in Houston. "The large number of uninsured and the large low-income population creates a very difficult problem for us."
Community clinics are a key part of the reform plan and were supposed to take up some of the slack for hospitals. Clinics received $11 billion in new funding over five years so they could expand to help care for a swell of newly insured who might otherwise overwhelm doctors' offices. But in the first year, $600 million was cut from the centers' usual allocation, leaving many to use the money to fill gaps rather than expand.
There is concern that clinics could themselves be inundated with newly insured patients, forcing many illegal immigrants back to emergency rooms.
Limas, 44, moved to the border town of Alamo 13 years ago with her husband and three daughters. Now single, she supports the family by teaching a citizenship class in Spanish at the local community center and selling cookies and cakes she whips up in her trailer. Soon, she hopes to seek a work permit of her own.
For now, the clinic helps with basic health care needs. If necessary, Limas will return to the emergency room, where the attendants help her fill out paperwork to ensure the government covers the bills she cannot afford.
"They always attended to me," she said, "even though it's slow."

While it's admirable that she's NOW teaching, the article leaves out a few points.
1. She, and her family, have been in the country illegally for thirteen years. Does it really take that long to go through the naturalization process? No.
2. The article mentions nothing of her making attempts to improve her education level to put herself in position to better provide for her family.
I can understand the plight of the children is at the feet of the parents. There's a huge ethical dilemma on this subject. But there needs to be some boundary set. Why should tax payers be forced to increased medical costs because hospitals have to pass the cost of recouping the bills from those who cannot pay their medical bills?
For her it can take even more, to be able to apply for naturalization you have to be a legal resident alien for at least 5 years. To be a resident, you have to have a working visa for 3 years or more depending on the country you come from. She is here as an illegal immigrant, so she is not eligible for citizenship... Now, if a path is open the situation will be different.

Yes, she has to get a work permit first, then be a legal resident for 10 years if she isn't married to an American citizen. Naturalization is easy, the legal residency is hard.

That being said, if it's serious and there is a possibility of permanent or severe or death, than treat them, stabilize them enough to travel, than send them back to their country of origin. No more free medical for a cold or non-life threatening issues. There is a path to becoming a citizen. It's called stay in your own country until you can get a work visa and come here legally. It's all good. If voters in the states with the highest concentrations of "undocumented" (I prefer illegal) citizens want to keep re-electing representatives that cater to the "undocumented" population, then fine. Do so. But now, there will be a greater cost for doing so than in the past, because in the past, the federal government subsidized care given to "undocumented" patients. Now, thanks to Obama, that subsidy is decreasing and the cost of encouraging the "undocumented" to ignore our borders is going up. It's about the only good thing I have seen thus far in the Affordable Health Care Act (how's that for a name for a bill that increases health care cost?). The Affordable Health Care Act just caused my insurance to increase by over 20% for this year. So at least allow me to appreciate the fact that those voting for ignoring my country's borders will now have to pay more.

Many have questioned why they have knowingly been in this country ILLEGALLY for the past decade plus and yet haven't bothered to become citizens. Why would they? There is obviously no penalty for their actions and they know it. Whereas if they became citizens then they would have to start paying taxes, etc. like the rest of the citizens. The only thing they risk is being deported and the reality of that is they will be back in the country before the INS gets back to their office.

A cold and the associated medications are not emergencies but the people will hold off until it surpasses the "bar" and then seek care. These people aren't stupid - they are very smart. They know how to work the system and have a communications network that rivals the internet for speed and information on how to get the advantage.

I jump through hoops, bend over backward and fight tooth and nail to work within the system to keep benefits for my ward (a citizen of the U.S.) who is severely disabled. I can strike up a conversation in the Health & Human Services office with an illegal immigrant and in ten minutes, through their broken English, learn more about what benefits are available and getting them than I can ever learn from the H&W employees.
If I want to enroll my U.S. born child in public school I need to provide birth certificate, immunization papers, proof of address, etc. Yet an illegal immigrant can walk into a public school and enroll their child with nothing more than a mailing address.
I live in a state with a fairly high proportion of illegal immigrants. I'm not racist. We have several Mexico-born neighbors who are here legally and are wonderful community members and friends. I frequent businesses owned by my neighbors of Hispanic descent. My favorite fast food joint is an authentic Mexican restaurant, sort of a taco stand in a building, that is owned and run by Hispanics. To my mind our neighbors are no different than we are, as in my forefathers came to this country looking for a better life just as they are doing. If they are here legally then I say more power to them, they have as much right to be here as anyone else.
However, we make up a country that can't even take care of its own who desperately need our help and as such we have no business spending money on people who are actively engaged in criminal behavior.

It is time for the government to do something about the illegal immigrants.... either round them up and ship them all back to whatever country they came from or give them amnesty. If they opt for amnesty they can register all the immigrants, who can then get jobs and healthcare through their employers (hopefully). This would help with the rising costs of healthcare for everyone.
The government needs to raise the fines on these large companies that refuse to participate in group insurance plans. I have heard of one major corporation is going to pay the fines (and drop all insurance)because it is cheaper than providing insurance, that is just wrong the fines should be double or triple what insurance would run them per employee! (The CEOs and top execs have cut everything to the bone as is, and sure don't want their huge slaries and bonuses impacted!)

Do you know what angers me? I live in Arizona. There is a able bodied male Caucasian who lives in my neighborhood. He moved here from Chicago four years ago. At that time he was able to sign up for food stamps and Medicaid. The law has since change, but he is "grandfathered" in. He is an egomaniac who refused to re-educate, and refused to take a job that pays $8.50/hour. He has the same attitude those of you posting on here have about illegals and health care. I live in Arizona, Phoenix, and all I see are illegals, and yes you can tell the difference, its called respect..and you can call if from a mile a way. The ones who are here legally are very proud and participate in American events, not just rallys downtown for more illegal "rights".

They got their green cards, they worked hard and got social security cards, paid taxes and retired. One recently passed away an American citizen. If they can do it so can others. "Anchor babies" should be documented as "FUTURE US CITIZENS", be sent back to their home country and be allowed to return as a citizen upon reaching age 18. They may then join the military, work in a hospital or do community service for 2 years minimum, if they can not find regular employment within 6 months of re-entering this country. Once established, they should be allowed to "sponsor" their parents and/or siblings for entry into this country.
It is a real shame that we refuse to enforce existing laws to send illegal immigrants back home with the children they brought with them. Don't cry that "the children didn't intend to come here", no the parents did and dragged their kids with them...sorry the crimes of the parents...etc, make the kids illegal too...SORRY.
What about the jobs they do that most of our citizens won't do? Well, if you're out of work, we've got a job for you. Doesn't pay much, but since the state no longer subsidizes "illegals", nor will they be giving you unemployment benefits, they will augment your income to at least minimum wage or better...health care provided too.

It's amazing, isn't it. that so many people commenting here (not all, thank goodness)... cannot define the word "illegal."
"Illegal" translates to"law breaker." If these people from other countries want to move to the U.S.A., they have procedures that are in our American LAW they must abide by before plopping themselves and their multi-offspring here.
There is a general ignorant idea that follows them here... "anchor babies" which is totally incorrect as they, the illegal parents, misuse constantly... yet, the social workers to which they apply for the spectrum of welfare benefits are not informed/educated about that specific issue themselves. And too many of them do not check citizenship of the applicants.
The child is the citizenship of the parents. Period.
In fact, that is the root of one of the several controversies regarding our nation's existing prexy. His birth father was not a U.S.A. citizen. However, since his Mom was, presumably, a citizen here the argument is made that it is her citizenship that is germane.
And yet, she was wed twice to non-citizens. She raised her child after a divorce from his birth father, but married a second husband who also retained his non-American citizenship. Additionally, the individual to which I refer was not only living in a foreign country, (a Theocracy btw) during the formative years of childhood, but his autobiography shows a sincere influence by his step-father.
We here in the United States have gone into astronomical debt trying to support its own citizens as well as those not legally living here. We cannot support the world.
The fact is that we cannot ignore the law-breaking influx of more than 30,000,000 people here illegally, living off the fat of the land to which they do not belong. This must surely reveal that "the kindness to others" who break our laws, is making it impossible for our own country to survive. at all.
Charity begins at home, does it not? Do we not care for our own families first?
Here's a novel approach....If a hospital chooses to treat an illegal for every cough, cold, splinter...whatever it may be, let the hospital that chooses to treat said illegals absorb the cost, or, better yet, sue the non-paying illegals instead of forcing all the legalized citizens of the United States to bail out them out...plain and simple. Cruel, maybe...but us taxpayers are just plain sick of it.
One--that would be GREAT if the Supreme court hadn't already said no hospital can turn a person way from its ER just because they can't pay. :(
You can stabalize them, arrange transportation to another hospital, and bill them later.
Side note-My wife works in a hospital, if you cannot pay...you're good. They literally have a full floor for this sort of case. Not my judgement but fact, mostly drug addicts and homeless.
On another note-immigration. What a touchy subject with so many different variables, gender, age, personal history. So many different heart strings or the opposite to be pulled.
One idea of so many- As a christian, we need to help all, but how do we weed any "bad" persons from the abundance of individuals who are desperately fighting for the smallest glimpse of positive light? Unfortunately we cannot. Mexico and it's South American cousins that make up "Hispanics" are also responsible for the most brutal terrorism upon it's people that the US has ignored. By the way, it's spilling into the US. THE QUESTION-Do we help 100 "safe" immigrants if that means we let 1 or 2 criminals step on American soil? This is a catch 22 given the shootings and such in the country. Raises many other questions about our safety from our own people.
This should be handled in a case by case business...We have to shut down illegal immigration until we can have any sort of management.

I have no problem with treating all sick people. After emergency treatment, call immigration and send the illegal criminals back to their own country. The USA can't take in all the people from the "3 world rat holes" because you feel sorry for them. Everyone was an innocent child for part of his/her life.

If Arizona can't ask a person stopped during the commission of a crime of their immigration status, just how the heck can we get hospitals come forth with that information---they will cite HIPPA and all will be protected. Just blows my mind.
Of course they are going to cite HIPPA because the people at the hospitals and clinics do not want to end up in prison for up to 10 years or pay up to $250,000.00 in fines per incident. I am not saying I agree with HIPPA in the case of illegals, but it is enforced pay the Federal Government. By the way I also don't think we should pay for illegals to have multiple children here, but we do everyday. Yet we won't pay for them to have a tubaligation or vasectomy. We just keep adding more and more of their children on to Medicaid.
Dida--heres the reality--My home town of only 20K citizens, has a sizable illegal population (we are the victims of a TYSON Plant with its accompanying CAFO's, who HIRE the illegals). In 2005, my father was diagnosed with Alzheimers, and over the next 5 years was in and out of the ER, and EVERY time I'd get called to come fill out his paper work so that the hospital could get EVERY penny of HIS Medicare, Medigap insurance, and his personal deductable. So while he was sitting 'confused' in the ER, I'd be sitting there filling out the financial papers (and he VOLUTEERED at that hospital for 40 years!) and at the next window over in the finanical office, a Hispanic person who was sent there by the ER, would only have to say THREE words--"No Puedo pagar", and would not have to fill out ONE paper, show ANY ID for the patient, or anything.
Of course, I complained, and was told that from long experience, EVEN if they paid for a translator to come help a non English speaker fill out the paper work, they VERY seldom gave real names, or addresses, NEVER had any insurance, and NEVER paid one penny of any bills that were sent out.
So the hospital just quit TRYING, and gave up.
Meanwhile, my poor dad, on one occasion, having fallen and cut his head and arm, was sitting in a wheel chair in the ER, confused because of the Alzheimers, and shock from his injury, and there were 4-5 hispanic kids, dancing around his chair, shouting at him in Spanish, and taunting him. To that poor old man, they might as well have been slavering pit bulls, so frightened was he. And their PARENTS? Were sitting across the waiting room ignoring the exploits of their little 'darlins'. Imagine their surprise when I yelled at the kids, and then went over and yelled at the PARENTS in SPANISH (yup--I lived for a summer in Mexico, and another in Nicaragua, legally, I might add).
None of these people were noticably injured, but one was coughing. I'm sure they were there for free cough meds.
And on other visits to the ER, I over heard groups discussing what to do if a car wreck victim came in with a cop in tow, and which way they should run to avoid draw the cop's attention.
A country that does not enforce it's laws is a doomed country........

One of the requirements of Naturalization (voting in any of our elections is permitted only to legal citizens of the United States), is the ability to read, write, and speak English. And that means able to speak coherently and understandably; ditto reading and writing our language.
Anyone who cannot speak English is not a citizen of the United States. Period.

I object strenuously against the idiocy of mailing in votes. It is much too easy for aliens here illegally to get someone who can speak English to phony the name on any ballot. But I support equally strenuously voter vehicle pick-up from their homes for handicapped citizens.
We may vote regardless of Race, Creed, Color... but from the establishment of this nation, we are required to be citizens, not visitors, not temporary workers on special permission to work in their area of expertise here and even that for only long enough to finish the job under contract.

The sad truth is my wife immigrated here when she was three months old with her parents. They came because during the Vietnam war they fought for us, her parents went behind enemy lines and brought our pilots that were shot down back across enemy lines. At the time we promised them if they would help we would guarantee to pull them out with us if we lost the war. We pulled out and left them there. After the communist won they went on a killing spree and killed over half of her people and the others fled the country, most live in camps now and some still live in the jungles all these years later on the run.
But you know what, they waited and came over here with a legal visa. They never crossed under a fence or over a wall, they said farewell to their families knowing they would most likely never see them again. Now contrary to myth, they did not receive any tax free status, they never were given a car or any type of benefits, instead they lived with relatives that came over here before them crammed into a small house with many children. The mother worked three and four jobs and the father was sick and ended up dying from prior injuries from the war. But the mother taught those children to study, to learn English and to be thankful they were here and had a chance to make something out of themselves.
The mother still works two to three jobs although the children are grown up (she is still paying off debts from raising the children by herself), but she is thankful that her family is safe. They do not teach their children to live off the government, in fact they teach it is shameful. Instead they help with missions to help new people immigrating over here, and all her children are grown up now and working professionals.
This is what we need more of in this country, but sadly the rest of the people have been told that they can not get anymore visas because of the illegal immigration problems in this country. So instead of bringing over people that will contribute we allow people to sneak in that drain our county, state and federal money for free medical, lodging and food. It is very sad when people here illegally are given priority over people who would love this country, be thankful and contribute. Instead we have people that I watched drink and dance outside my business on 9/12 because they said we had the attacks coming, when we went out and told them then to get the he// out and go back to their mud huts the police were called and we were told to leave them be, they had their rights. I guess my in-laws are right, illegals are given more rights then citizens now-days. You break the law and are a citizen you get arrested, break it and are here illegally you get amnesty.
sadly--despite the requirement of naturalized citizens being able to read and write English, the fact is, it is VERY easy to get around that by memorizing the questions, very few of which are even asked.
And if you are an elderly person, that requirement can also be WAIVED.

Kate I have often wondered the same, why don't they spend the same amount of energy making their own country better, and I'm not just talking about the neighbors to the south.... all who come here seeking education, health, and employment. Things are certainly getting to the point where our system can no longer educate, heal, or employ the world. I'm all for a multi-cultural USA, as that's what we were started as. The USA needs a president who is for US citizens, not a popularity contest. What is inside trading? In this decade, you have to blame the easy access to social services that include free housing, food debit cards, free health insurance, free day care, free public schools even if the children don't speak a word of English, free outreach programs that provide free rides to doctors and grocery stores...
There was a time you never saw an able bodied Hispanic during the week day unless he was occupied on a job. Now you can't bulldoze your way through them on the street corners, sidewalks, sitting on cars, laying on the grass... they don't have to work to be in the US any more, they just have to get here.
Angela - Folks like you think that having illegals do the work keeps prices cheap. Obviously you didn't understand my comment. Employing illegals comes with hidden costs - education for their children, health care, housing, etc. We pay for those services with our taxes. Thus, what seems cheap truly isn't.
Since illegals began taking jobs in our slaughterhouses, hotels, etc., I haven't seen prices go down. I rarely purchase meat, but the last time I did, it wasn't drastically less than what I paid for it in the 1980s when Americans held those jobs. The cost of staying in a hotel certainly hasn't decreased. The salary savings certainly isn't being passed on to the consumer (who is also footing the bill for the illegals). I suspect that's part of what's funding those huge corporate executive bonuses.

My son tried to immigrate to Australia about 7 years ago, and in addition to having to pass a VERY stringent medical exam by a doctor THEY sanctioned (and the testing et al cost over $800!) and fingerprints for an FBI check, letters from local law enforcement that he was not in any trouble (not even non-prosecuted), etc. but he ALSO had to have a CITIZEN of Australia who was willing to put about $37K in an escrow account for two years IN CASE he got sick or unemployed, to repay Australia for the expenses he might incur. (Oh, and if that had happened, his visa would have expired.
and after jumping throuh all those hoops, including a nearly $2K application fee, he was turned down because they had REACHED their Quota of potential immigrants from the US for that year.
He WAS, however, invited to re-apply the next year--BUT that would have meant ALL that would have had to be re-done, and all costs paid again.
That's the way it SHOULD be here.

That's overly broad. Medicaid in most states requires that you have dependents. I personally know a homeless guy who can't get cancer treatment due to not being eligible for Medicaid. Zero income, homeless, but can't get Medicaid (at least with how it's administered in TN via TennCare) since he doesn't have dependents. To all Democrats who think that the Affordable Care Act is a victory and a panacea for this nation's woes regarding access to healthcare, you're sorely mistaken--the only outstanding effect I see is that it penalizes (taxes) those who don't have access to healthcare through their employer. And no, it doesn't require employers to provide health insurance to their employers in most cases.

@hjack: There many people who do go to France for their health care. The health care in France is first class. Unfortunately, too many illegals slip into France and demand health care and other social services. This is a big expensive problem for France.
GTR5--you DO realize that France's much vaunted health care system ONLY provides very basic health care, with limits on how much, and long lines? they just permit those who can afford to to buy INSURANCE, too--to cover the more expensive stuff.
England just made the same thing legal there, since they were having trouble finding doctors who were willing to spend 8-12 years in school, plus the bucks, to work hard after the finally get out to barely make ends meet. All the really smart doctors in England switch to specialized medicine like plastic surgery so they can still get a good return on their long investment/hard work in Med school.
MOmaid: Thanks for that comment. Ha. You do realize that I, as a retired American GI have lived in France for the past 25 years and have French Social Security (medical insurance). You are totally wrong. It takes me 2 minutes to get to my doctor's office. The medical care here is really first class, no long lines, no restricted services or care. This is nothing like the English system which is terrible. The English come here for care. The French Medical system provides the very best medical care for patients and it is not a question of insurance costs or expensive procedures. The French doctors here are excellent and take care of their patients. That is why France is rated as number one in health care. You are wrong!
While I am paying for their health care, food stamps, rent subsidies with my taxes, even with (supposedly good) health insurance beyond the necessary yearly physicals or dental cleanings we can't afford to have MRIs, cat scans, orthodontia, fillings, mammograms, etc.
I for one am quite willing to pay for public services in the language of your choice, and am all for waiting for 2+ hours at the emergency room when my son has an asthma attack because there are 8 people in front of me who speak only Spanish and are there for a cold. It's least we can do, I mean we would get the exact same treatment in Mexico right.

Illegal immigrants should only get urgent care not routine care and when found, should be deported back to their home country.
I would not deny anyone urgent health care legal or illegal but routine health care should ONLY be available to legal residents. This is not "racism" it's common sense and fair.
I agree with that statement (I know a lot of you will not believe that but its true) , unless they can pay for routine care out of pocket as I would have to if I didn't have insurance. The problem is, they will (and are in some places) over burdening our Emergency Services for treatment that should be routine.

If the government knows they are here illegally, why are they not deported? Look at the savings we would have. This just makes me sick to my stomach. I'm not a fan of illegal immigration myself, but personally I kind of like the idea behind the Dream Act. Sure, technically no illegal should be allowed to stay, but rationally we're not going to get rid of everyone who is here illegally, so why not add a little extra incentive for the ones who are here to at least be good, productive, educated members of society?
Why should we allow illegals to take the place of an American or LEGAL kid in college, when they won't be allowed to work in the United States? The Dream Act is a way around LEGAL immigration, it's at the expense of YOUR kid and YOUR future.
Why? Because Obama is pro illegal immigrants and has stated so publicaly numerous times.
my husband (boyfriend at the time) was out of work and didn't have insurance. he had an accident and had to be hospitalized and have surgery. 3 days later he was out. we asked about medicaid to help pay since we didn't have the money. they denied him. so how are all these illegals' getting away without paying? we had a 30,000 medical bill that we could not pay. we had to make payments the best we could. something needs to change. when our own citizens cannot even get medicaid to help pay, yet illegals do, that is not right.

Matt--I have LIVED in Mexico and Nicaragua, (legally) and speak Spanish, and the first time I heard about the 'so called' "Dream Act" I TOO thought it was an ok IDEA. The problem is, every proposal I've seen of a DREAM ACT makes it to where an illegal (brought here involuntarily by their POS parents as a child) who is 29 YEARS old can get that status. that means that for 12 YEARS they have been here AS AN ADULT, and done nothing to 'get legal'. And since supposedly, these kids are 'fluent' in English, and graduated from HS, they COULD have gone back to their home country (of their parents) and applied to come here for COLLEGE, and gotten back in legally on a student visa, and gotten a COLLEGE degree. BUT--and this is a HUGE but--they would have to PAY for their education. INCLUDING out of state fees, those same out of state fees that MY American CITIZEN kids had to pay to go to school in states their parents didn't pay property taxes for years in. And that is the KICKER--they don't WANT to have to pay for their ecucation. They want it for FREE or very cheap.
And the kicker is, ALL supposed dream kids, IF they met the requirements, ALREADY have a 'job skill' that will be very valuable in their home country--which is speaking ENGLISH.
And PS, why on EARTH would a so called "dream kid" get to enable the POS PARENTS who brought them here, to stay?
The Dream Act, IF we were to have one, should ONLY be available if the 'dream kid's parents turn themselves in for deportation. And if there are 'anchor kids' also invovled, they should go back to the parents' home country until the anchor kid is old enough to come back legally as an adult--WITHOUT his parents.
And SHOULD (if the parents are so concerned) be BI-lingual at that point.

If a headline was referring to proposed legislation that denied healthcare to who had been people convicted of drunk driving, say -- it wouldn't say "illegals." Although clunky, "unauthorized immigrants" is a more neutral term. Brevity shouldn't be at the cost of settling for biased language.

Scott mentioned it, there's no racism in the word or term "illegals." In the US, there are illegal immigrants from many countries, many cultures, many skin tones. The fact that you immediately label it racist points to your own mind being subconciously racist. If the first thing you think of is a certain skin color or ethnicity when you hear the word "illegal," in reference someones immigration, that is racism.

This is another case of the media giving misplaced sympathy to illegal immigrants. If Cuba, which has languished for decades under US trade sanctions, can give its citizens decent healthcare and decent education, latinos in other countries should not be fleeing their countries just to get mediocre healthcare and mediocre education. Mexico with all its oil wealth should be providing ALL of its citizens with healthcare and education.
Mexico is the 5th or 6th (depends on whose data) wealthiest country in the world. They just prefer for the US to provide welfare for their country. Heck, their government gives them maps and tips on how to make it across the border!

While my views are generally considered to be leaning "liberal", I have little sympathy for illegal immigrants. There is a process for becoming a citizen LEGALLY. If you don't like that process, try to work WITH the system to fix it rather than trying to sneak under the system and undermine all the people who RESPECT this country enough to try to obey its laws and become citizens the right way. I'm not so cold-hearted as to suggest emergency rooms turn away an illegal immigrant during an emergency, but I support a previous comment that the hospital should immediately inform ICE. I will welcome a foreign-born immigrant as my brother or sister and happily die defending the American rights of that person as long as they respect the rules of the country they are trying to get into.

Just a little info for you, when people first come to this country they do not automatically become legal citiziens. You have to be a legal immigrant first. After you've been here a few years and learn the language then you can apply for citizenship. If you are on American soil and are here from any other country without verifiable authorization from the United States of America, then simply put, get out! While the illegals get free medical care without paying in.I turn the other way of this american couple that can afford to pay for insurance, but don't. The wife got a $50,000.00 medical bill and the hospital wrote it off. Let's just throw the large banks in also, on saying:

Your comments are exactly why President Obama made health care reform his priority. People are beginning to get it. It is too bad we did not get the Universal Healthcare that was initially proposed. Hospitals have been in trouble for at least 20 years. The costs are passed on to those of us with health insurance. I also do not understand why new hospitals being built have to look like a Trump building. Let's get back to the basics and take care of everyone. I do not believe that there are that many people out there who are moochers. Preventive medicine is the smart way to go. I thank God that my family has had health care coverage and that we continue to be blessed in so many ways. I wish for everyone to have the same blessings. Now, if we could only get the governors to come on board and quit acting like spoiled brats it could be accomplished.

Enforce the laws hard really hard. Nobody gets citizenship until they payback what they have already taken in food stamps etc. Those that do I would give a pathway to citizenship. As for the racist crap about 3rd world rat holes., we are one of the few industrialized countries without universal health care and some of those 3rd world countries have it. As far as 3rd world countries, we are not even in the top 10 countries for education, we have a higher infant mortality rate than Cuba and we are 25th in infrastructure in the world. I just got back from China, Shanghi makes New York City look sick. We either start building this country, educating the people here or we will be the 3rd world country. Businesses bring the illegals in, there is always work for them.
